Planning and Environmental law attorney for the Government of the V.I. Civil Private practice for 23 years. Legal Instructor, University of Tennessee College of Law, Assistant- & Associate Professor of Law and Director of Legal Clinics, North Carolina Central University School of Law. Member of the Nebraska, Tennessee, and Virgin Islands bars. Admitted to practice before the District Courts of Nebraska, E.D. Tennessee, Virgin Islands and the Third Circuit U.S. Court of Appeals. Educated at The Lincoln University and Howard University School of Law.
